公共政策评估框架下国家绿色经济试验示范区的政策分析

摘　　要：发展绿色经济是贯彻落实新发展理念和实现高质量发展的基本途径,云南省普洱市国家绿色经济试验示范区历经十年实践积累了一定的经验和成果,而对该项政策的评估对推动绿色经济改革、促进社会绿色发展具有重要意义。然而,既往研究聚焦于政策微观经济效应的评估,忽略了政策的宏观社会价值和社会影响。该研究借助多元复合政策评估框架,引入“主体—结构—环境”层次理论,构建多元多层次评估框架对普洱市绿色经济试验示范区进行较为全面的评价。该研究认为,普洱市国家绿色经济试验示范区建设是有重大社会影响和社会贡献的绿色机制体制改革实践,但在具体的政策实践中存在社区政策宣传缺位、跨部门协同不足、部分政策工具使用不均衡和国土空间格局变化较小等问题。据此,提出加强社区政策宣传、增强政策跨部门协同、优化政策工具结构等政策建议。Developing a green economy is a fundamental way to implement the new development concept and achieve highquality development.After ten years of practice,the National Green Economy Experimental Demonstration Zone in Pu’er City of Yunnan Province has also accumulated certain experience and achievements.The evaluation of this policy is of great significance for promoting green economic reform and promoting social green development.However,previous studies have focused on evaluating the microeconomic effects of policies,neglecting the macro social value and social impact of policies.The study utilizes a diversified and composite policy evaluation framework,introduces the“subject structure environment”hierarchical theory,and constructs a diversified and multi-level evaluation framework to comprehensively evaluate the green economy experimental demonstration zone in Pu’er City.Research suggests that the construction of the National Green Economy Experimental Demonstration Zone in Pu’er City is a green mechanism system reform practice with significant social impact and contribution.However,in specific policy practices,there are problems such as lack of community policy promotion,insufficient cross departmental collaboration,uneven use of some policy tools,and small changes in spatial and territorial patterns.Based on this,it is proposed to strengthen community policy promotion,enhance cross departmental policy collaboration,and Policy recommendations such as optimizing the structure of policy tools.
