摘  要:公募REITs是贯彻落实国家防风险、去杠杆、稳投资、补短板决策部署的有效政策工具。甘肃省引洮供水一期工程是甘肃省已建成的重大水利工程,文章通过梳理公募REITs政策要求,结合现状就盘活水利存量资产,构建“募投管退”的新方式,吸引更多社会资本参与水利基础设施建设,解决水利基础设施建设所固有的投资大、回收期长、变现困难等问题,推动水利基础设施领域高质量发展进行了思考,提出了一些意见建议。Public REITs are an effective policy tool to implement national decisions and plans for preventing risks,deleveraging,stabilizing investment and shoring up weaknesses.Phase I of the water diversion project from Taohe River is a major water conservancy project completed in Gansu province.After reviewing the requirements of the public REITs policy,based on the current situation,this paper put forward opinions and suggestions on how to put idle water conservancy assets to better use,how to innovate ways of fundraising,investment,post-investment management and exit,how to attract more social capital to participate in the construction of water conservancy infrastructure,how to tackle the longstanding problems faced by water conservancy infrastructure construction such as large investment amount,long payback period,and difficult monetization,and how to contribute to the high-quality development of the water conservancy infrastructure.
