摘  要:文章强调结合本地实际情况进行超前谋划,打造新的亮点和寻求突破,推动河湖长制工作不断向纵深发展。全流域统筹是关键,要兼顾上下游、左右岸的利益,围绕“优质水资源、健康水生态、宜居水环境、先进水文化、现代水管理”的目标进行全面谋划。实施途径与目标方面,加快启动幸福嫩江建设工作,对河道综合整治项目进行充分论证,生态价值转化方面,探索将河湖生态资源转化为经济优势,发展水经济,融入文化元素,开展文化旅游活动,促进滨水绿色产业发展。智慧赋能河湖建设方面,建设智能化监测监控系统,实施小微水体智慧化管理系统,提升河湖管护的效率和效果。通过河湖管理与保护举措,实现河湖资源的可持续利用,保护和恢复河湖生态系统的健康,提升整个流域的生态环境质量和可持续发展能力。This paper emphasizes the advance planning combined with the local actual situation,creating new highlights and seeking breakthroughs,and promoting the continuous development of the river and lake chief system.Overall planning of the whole basin is the key,and the interests of upstream and downstream,left and right banks should be taken into account;In terms of implementation ways and objectives,accelerate the start of the construction of Xingfu Nenjiang River,and fully demonstrate the comprehensive river improvement project;In terms of the transformation of ecological value,explore the transformation of river and lake ecological resources into economic advantages,develop water economy,integrate cultural elements,carry out cultural tourism activities,and promote the development of waterfront green industry;In terms of river and lake construction,intelligent monitoring and monitoring systems should be built,and intelligent management systems for small and micro water bodies should be implemented to improve the efficiency and effect of river and lake management and protection.Through river and lake management and protection measures,the sustainable use of river and lake resources is realized,the health of the river and lake ecosystem is protected and restored,and the ecological environment quality and sustainable development capacity of the whole basin are improved.
