摘　　要：在简述铁路建设项目咨询评估概念、咨询评估现状以及咨询评估工作重要性的基础上,结合笔者多年来咨询评估工作的实践经验,对铁路建设项目预可研、可研报告、项目申请报告、初步设计全过程咨询评估工作的关键问题进行深入分析,总结咨询评估工作中遇到的困难及问题,并提出相关建议。Based on the brief introduction of the concept,present situation and importance of the consultation and evaluation of railway construction projects,combined with years of practical experience in the work of consultation and evaluation of the author,this paper analyzes the key issues in the consultation and evaluation of pre-feasibility study,feasibility study report,project application report and preliminary design process of railway construction project,summarizes the difficulties and problems encountered in consulting and evaluation work,and puts forward relevant suggestions.
