移民社区治理的专业社会工作服务需求及模式研究——以河南Y村为例

摘　　要：移民社区包括建设征地、易地扶贫和避灾等多种类型的搬迁移民社区,其共性活动均主要是移民生产生活恢复重建。搬迁安置后的移民社区治理不应仅仅包括环境美化、安全、生产发展、后期扶持等具体生产生活恢复活动,更应注重村民自治、社会融合等问题。探讨如何将具有知识和技能的社会工作专业工作服务于移民社区治理。选择河南省辉县Y移民村为典型村,调查外迁移民社区治理的现状以及问题,对专业社会工作介入移民社区治理的方法和路径进行研究,以丰富移民社区治理主体和治理手段。Resettlement involves not only compensation and resettlement for land expropriation,but also the restoration and reconstruction of communities and the work and life of resettlers.The community governance of resettlers after relocation should not only include specific production and life restoration activities such as environmental beautification,safety,production development and anaphase support,but also pay attention to issues such as villager autonomy and social integration.It is urgent to study how to integrate professional social work with knowledge and skills into the community governance of reservoir resettlers and serve them.In this paper,Y resettlers,village in Huixian County,Henan Province was selected as a typical village to investigate the current situation and problems of resettlers community governance,and to study the methods and paths of professional social work to intervene in resettlers community governance,in an attempt to enrich the subject and means of migrant community governance.
