摘　　要：基于1991~2020年的降水量资料,利用Z指数与小波分析等对楚雄市洪涝灾害的特征进行分析,发现楚雄市洪涝灾害时有发生,呈周期性波动变化,近30年有8年发生洪涝灾害,具有12年的主周期。对楚雄市洪涝灾害应急管理现状进行调查研究,利用PPRR理论从准备、预防、响应和恢复四个阶段对楚雄市洪涝灾害应急管理进行分析,找出目前楚雄市洪涝灾害应急管理体系存在的问题,提出优化措施,为提高楚雄市洪涝灾害防灾减灾能力提供科学依据。Based on the precipitation data from 1991 to 2020,the characteristics of flood disasters in Chuxiong were analyzed by using Z index and wavelet analysis.It was found that flood disasters occurred from time to time in Chuxiong,showing periodic fluctuations.There have been 8 years of flood disasters in the past 30 years,with a main period of 12 years.Through investigating and studying the current situation of flood disaster emergency management in Chuxiong City,analyzing flood disaster emergency management in Chuxiong City from four stages-preparation,prevention,response and recovery-by using PPRR theory,and identifying the problems in the current emergency management system for flood disasters in Chuxiong City,this paper proposes optimization measures and provides scientific basis for improving the capabilities to prevent and mitigate flood disasters in Chuxiong City.
