摘　　要：The paper delves into the emergence,origin,regulatory shifts,and functionality of the Cingnuur system,which facilitated the transmission of official documents among banners and associated institutions within the Ordos region in Qing Dynasty.Furthermore,it provides a comprehensive overview of the system's pivotal role in underpinning social governance at the grassroots level intheOrdos regio.
