摘　　要：安倍晋三第二次执政以后,准同盟战略逐步成为日本国家安保政策的重要立足点之一。日本通过首脑外交、机制构建、缔结安全协定等路径,面向“四边机制”成员国、欧洲主要大国及部分东盟国家等构建准同盟关系。日本准同盟战略受内外多重因素驱动。在国际层面,日本除了意图借助准同盟战略巩固、提升其在美国亚太同盟体系乃至盟伴体系中的地位,从侧面助推美国融合欧亚两大同盟体系的进程,也谋求应对美国战略收缩风险、联合准盟国对华实行双重制衡。在国内层面,由于准同盟战略在主权让渡、法律规则等方面存在较大的弹性,因此成为日本政府的现实选择。尽管日本准同盟战略可能持续冲击亚太乃至印太安全局势,但因日本在国际、国内层面面临多重制约,该战略具有较明显的局限性。Since Shinzo Abe took office for the second time,the quasi-alliance strategy has gradually become an important foothold of Japan’s national security policy.Through summit diplomacy,mechanism building,and security agreements,successive Japanese cabinets have built a quasi-alliance system with Quad members,major European countries,and ASEAN countries as the main targets.Multiple internal and external factors have driven the evolution of Japan’s quasi-alliance strategy.At the international level,Japan not only intends to consolidate its status in the US alliance system and even in the latticework of US alliances and partnerships with the quasi-alliance strategy,but also seeks to cope with the risk of US strategic contraction and implement dual balancing against China with its quasi-allies.At the domestic level,the quasi-alliance strategy has become a realistic option for the Japanese government because of its greater flexibility regarding sovereignty concessions and legal obligations.Although Japan’s quasi-alliance strategy may continue to impact the security situation in the Asia-Pacific and even the Indo-Pacific,it also has obvious limitations due to Japan’s multiple international and domestic constraints.dual checks and balances against China with the quasi-allies.At the domestic level,the quasi-alliance strategy has become a realistic option for the Japanese government because of its greater flexibility regarding sovereignty concessions and legal rules.Although Japan’s quasi-alliance strategy may continue to impact the security situation in the Asia-Pacific and even the Indo-Pacific,it also has obvious limitations due to Japan’s multiple international and domestic constraints.
