中国建设全国统一大市场的战略思维——兼论市场体系演化的自发性与建构性

摘　　要：中国建设全国统一大市场是“超大规模的国内市场”,将会在“一个可持续的历史过程”中实现。全国统一大市场是中国建构社会主义市场经济新发展格局的根本性方向,具有“全局和战略”意义;全国统一大市场不仅是统领性的方向部署,而且是全局性的谋划蓝图,同时也是典型的大国经济现象。提出中国加快建设全国统一大市场的过程和举措应立足于国内市场的强大优势,必须充分认识和依托中国的大国经济特质,而经济发展方向和眼界视野则是更大的开放和更坚定地走经济全球化道路;中国经济发展既要符合市场体系发展的客观规律,也要有中国特色社会主义的市场改革战略的引领性规划,并体现市场体系演进的自发性与建构性相结合的可行路径与有效方式。The national unified market that will be built should be a super-sized one which will be accomplished in a sustainable historical process.It is the fundamental direction for China to construct a new development pattern of socialist market economy,which has overall and strategic significances.The national unified market is both a set of leading arrangements and a design of the overall planning blueprint,a typical great national economic phenomenon as well.The process and measurements of accelerating its establishment will base itself on strong advantages from the domestic market and depend on the economic characteristics of China as a great country,which requires greater openness and more firmness in taking the road of economic globalization.China's economic development conforms to both the objective law of the market system development and the leading plans of the market reform strategy.It also reflects the feasible path and effective way in combining the spontaneity and construction of the market system evolution.
