摘　　要：中国全面建成小康社会后,把实现全体人民共同富裕作为下一阶段工作的着力点。在实现共同富裕的过程中,必须要加强基础性、普惠性、兜底性民生保障建设。本文运用2010-2018年中国家庭追踪调查(CFPS)面板数据研究了中国城镇地区社会救助对受助家庭未来长期贫困的影响。结果表明,2010年获得社会救助有效降低了受助家庭在2012-2018年处于长期贫困的概率。进一步地分区域研究发现,社会救助通过提高中东部贫困家庭的劳动力供给和非转移支付收入来降低其在未来处于长期贫困的概率。社会救助体系在西部地区虽然没有起到鼓励贫困家庭自我“造血”的作用,但是改善了西部贫困家庭的食品消费、居住消费和能源消费状况,保障了贫困家庭基本消费需求。基于上述分析,本文提出了提高社会救助体系瞄准效率、鼓励受助家庭增加劳动供给和生产性投资等建议。After building a well-off society in an all-round way,China will take realizing the common prosperity of all people as the focus of the next stage of work.In the process of realizing common prosperity,we must strengthen the construction of basic,inclusive and comprehensive livelihood security.Using the CFPS panel data from 2010 to 2018,this paper studies the impact of social assistance on the future long-term poverty of assisted families in urban areas of China.The results show that access to social assistance in 2010 effectively reduces the probability of urban assisted families falling into long-term poverty from 2012 to 2018.Further sub-regional research found that social assistance can reduce the probability of falling into long-term poverty in the future by improving the labor supply and non-transfer income of urban families in the Middle and East China.Although social assistance has not played a role in encouraging poor families to make blood by themselves in the western region,it has improved the food consumption,residential consumption and energy consumption of poor families in the western region,and guaranteed the basic consumption need of poor families.Based on the above findings,this paper puts forward some suggestion to improve the targeting efficiency of soil assistance and encourage assisted families to increase labor supply and productive investment.
