摘　　要：探讨为何要实施重工业优先发展战略,是现代史研究绕不开的议题。尽管众多学者给出了诸多原因,但却总有模糊笼统、不够透彻之感。究其缘由主要在于未能结合“一边倒”政策之时空背景。此外,对于“先重后轻”与“先轻后重”两种战略和重工业发展的民用军用方向的比较研究也略显不足。为此,本文将从“一边倒”历程的阶段性探究出发,来解读该战略的阶段性内涵,并在比较研究中评析相关理由,力图从历史逻辑上展现优先发展重工业的原因、意义与本质所在,并就重工业优先发展战略对于构建新发展格局的时代价值进行分析。It is an important issue for modern history research to discuss why heavy industry should be given priority to development strategy.Although many scholars have given many reasons,they always feel vague.The reason lies in the lack of research on the spatio-temporal background of the"one-sided"policy.In addition,the comparative study of the two strategies of"heavy first and then light"and"light first and then heavy"as well as the civil and military directions of heavy industry development is also slightly insufficient.For this reason,this article starts from the exploring stage of"one-sided"process to interpret the phases of the strategic connotation,and to analyze relevant reasons in the comparative study.The study tries to logically reveal the reasons,history meanings and essences of the priority development strategy of heavy industry and to analyze the value of the strategy to the construction of the new development dynamic.
