我国“一带一路”海外劳工的社会保障风险及其化解路径

摘　　要：我国海外劳工作为“一带一路”倡议的重要建设者,在规模日益扩大的同时也面临着诸多社会保障风险,主要包括社会保障双重缴费、社会保障待遇支付障碍和社会保障双重缺失3个方面。这3种社会保障风险不仅严重损害我国“一带一路”海外劳工的社会保障权益,而且显著影响我国跨国企业的国际竞争力,还会导致我国社会保障基金财务不平衡,不利于“一带一路”倡议的深入推进。为此,应当确立政府主导与多方参与的基本思路,并采取开展社会保障国际合作、建立自愿性社会保险计划、积极参与海外劳工的全球治理以及发挥跨国企业和海外劳工的主观能动性等措施,以有效化解我国“一带一路”海外劳工面临的社会保障风险,推动“一带一路”倡议高质量发展。As an important builder of“the Belt and Road”initiative,while the scale of Chinese overseas workers is expanding day by day,they also face many social security risks,including the double contribution to social security,the payment obstacle of social security benefit and the double absence of social security.These three kinds of social security risks not only seriously damage the social security rights and interests of“the Belt and Road”overseas workers of China,but also significantly affect the international competitiveness of Chinese multinational enterprises,it will also lead to the financial imbalance of China’s social security fund,which is harmful for the further progress of“the Belt and Road”initiative.Therefore,we should establish the basic idea of government leading and multi-party participation,and take measures such as carry out the international cooperation of social security,establish a voluntary social insurance program,participate in the global governance of overseas workers actively,and giving full play to the subjective initiative of multinational enterprises and overseas workers etc.,thus effectively solve the social security risks of“the Belt and Road”overseas workers of China and promote the high quality development of the“the Belt and Road”initiative.
