成渝地区双城经济圈农业高质量发展的时空特征及驱动机制研究

摘　　要：基于2011-2020年面板数据,结合层次分析法、改进滴权法和综合评价模型对成渝地区双城经济圈农业高质量发展进行评价,探索其时空特征及驱动机制,揭示驱动效应的区域异质性;运用ArcGIS对其空间特征进行分析,利用计量回归模型对整个区域及分区域农业高质量发展驱动机制进行实证分析,对推动区域农业高质量发展具有重要意义。结果表明:成渝地区双城经济圈农业高质量发展水平不断提升;成渝地区双城经济圈各地区农业高质量发展存在不均衡性;成渝地区双城经济圈农业高质量发展呈现“西高东低”。成渝地区双城经济圈农业高质量发展受经济发展水平、产业结构、城镇化水平、交通基础设施水平、财政支持力度、信息化水平等多种因素的影响,各因素对分区域的驱动效应存在异质性。有针对性地提出开展农业适度规模经营,构建区域重点农业产业图谱和农文旅产业化联合体,利用财政资金撬动社会资本,构建更加稳固有效的利益联结机制。稳定农民工就业质量和水平,加大财政涉农资金支持力度,创新农业经营方式,引导培育乡村新动能等对策建议,推动成渝地区双城经济圈农业高质量发展。Agriculture is the basic industry of the national economy.The high-quality development of agriculture is an important component of high-quality economic development,which is an effective path to realize agricultural modernization and implement the national strategy of rural revitalization.It is of great significance to build a scientific and reasonable evaluation index system for high-quality agricultural development,evaluate the high-quality agricul-tural development of Chengdu-Chongqing economic circle,explore its spatial and temporal characteristics and driving mechanism,and reveal the driving effects of regional heterogeneity to promote high-quality agricultural development in a region,in which the formation of an important growth pole for high-quality development in the western region will be promoted.Based on the panel data from 2011 to 2020,this paper evaluates the high-quality development of agriculture in Chengdu-Chongqing economic circle by combining AHP,improved entropy weight method and a comprehensive eval-uation model.ArcGIS is used to analyze its spatial characteristics,and the econometric regression model is used to em-pirically analyze the driving mechanism of high-quality agricultural development in the entire region of Chengdu-Chongqing economic circle and each sub-region as Chengdu economic circle,densely urban areas in southern Sich-uan and Nanchong-Suining-Guang'an-Dazhou-Chongqing region.The results show that the high-quality agricultural development level of Chengdu-Chongqing economic circle has continuously improved,as the score increases from 26.96 in 2011 to 54.67 in 2020 with an increase of 102.78%,and the scores of comprehensive agricultural production capacity,agricultural modernization,green development and rural residents'income increase year by year;the high-quality development of agriculture in each region is obviously imbalanced,in which there's a large gap between Chengdu and Dazhou in 2020,with the former having the highest level and the lowest level for the latter;the high-qu
