乡村生态资源价值转化路径研究——基于资源与资本有效结合视角

摘　　要：生态资源是乡村价值的重要组成和特色票赋,也是乡村发展的核心要素和关键动力。推动乡村生态资源的价值转化,是践行“绿水青山就是金山银山”发展理念、实现乡村振兴的关键。资本要素在此过程中发挥着不可或缺的重要作用。在乡村资本外流且内部积累不足的背景下,提升城市资本与乡村生态资源的有效结合程度至关重要。从公共产品视角和产权维度出发,乡村生态资源可以分为纯公共产品、准公共产品、俱乐部产品和纯私人产品,由于公共投资与私人投资的目标导向差异,纯公共产品应完全由公共投资进行,纯私人产品应完全由私人投资进行,准公共产品和俱乐部产品则应分别由公共投资和私人投资主导进行。通过加强保护空间载体与生态补偿体制机制建设、健全多元参与的生态补偿机制、强化政府引导与市场监督、设计紧密利益联结机制等具体措施,能够实现乡村生态资源的价值转化。Ecological resources are not only the important composition and natural endowment of the rural value,but also the core element and key driving force of rural development.The realization of the value transformation of rural ecological resources is the key to carrying out the development concept of lucid waters and lush mountains are invaluable assets and realizing the revitalization of rural areas.The capital element plays an indispensable role in this process.Against the backdrop of the outflow of rural capital and insufficient internal accumulation,it is very important to enhance the effective combination of urban capital and rural ecological resources.From the perspective of the public goods and property rights,rural ecological resources can be divided into pure public products,quasi-public products,club products and pure private products.Due to the difference of goal orientation between public investment and private investment,the pure public products should be invested by public investment completely,the pure private products should be funded by private investment entirely,and quasi-public goods and club products should be led by public and private investments respectively.The value transformation of rural ecological resources can be realized by strengthening the construction of protection space carriers and ecological compensation mechanism,improving the diverse participation of ecological compensation mechanism,strengthening government guidance and market supervision,designing a close interest connection mechanism.
