韧性视角下突发重大传染病事件应急管理能力评价指标体系的构建

摘　　要：完善突发重大传染病应急管理体系对保障人民生命健康具有重要的实际价值。在国内外对于韧性以及突发重大传染病事件应急管理研究的基础上,将改进后的韧性基线模型与传统的突发重大传染病应急管理相结合,通过专家咨询法和层次分析法,构建了韧性视角下城市突发重大传染病事件应急管理能力评价指标体系,分为4个一级指标、12个二级指标以及34个三级指标,以为完善城市传染病应急管理体系以及提升应急管理能力提供理论参考。The occurrence of sudden major infectious diseases has made people deeply aware of the practical value of improving the emergency management system of sudden major infectious diseases to protect people's lives.At the same time,because of the high population concentration and high mobility in the capital cities,more attention should be paid to them.Therefore,based on the research at home and abroad on resilience and emergency management of sudden major infectious diseases,this study combines the improved resilience baseline model with traditional urban emergency management of sudden major infectious diseases.Through expert consultation method and analytic hierarchy process,it constructs the evaluation index system of emergency management capacity of sudden major infectious diseases in provincial capital cities from the perspective of resilience.It is divided into four primary indicators,12 secondary indicators,and 34 tertiary indicators.It provides decision-making basis for improving the emergency management system of infectious diseases in provincial capital cities.
