摘 要:加强能源产供储销体系建设,是确保能源安全的重要工作。新疆是丝绸之路经济带核心区和我国向西开放桥头堡,是我国重要能源资源保障基地。近年来新疆铁路规划建设取得了一定的成就,但也存在着通道能力有限、韧性不足、点线能力不匹配等问题。本文从完善进出疆铁路通道总体布局、优化运输组织并实施既有线扩能改造、加快完善相关铁路通道规划建设等方面对进出疆铁路通道提升进行了深入分析。以期更好保障煤炭等重点物资运输、服务中欧班列开行,有效解决进出疆运输能力不足问题。Strengthening the construction of energy production,supply,storage and marketing system is an important work to ensure energy security.Xinjiang is the core area of the Silk Road Economic Belt and the bridgehead of Chinas westward opening which is also an important energy resource guarantee base in China.In recent years,Xinjiang railway planning and construction has made some achievements,but there are still some problems such as limited passage capacity,insufficient resilience,and mismatch of point-line capacity.This paper makes an in-depth analysis of the improvement of railway passages into and out of Xinjiang from the aspects of improving the overall layout of railway passages into and out of Xinjiang,optimizing transportation organization and implementing the expansion and transformation of existing lines,and accelerating the improvement of railway passage planning and construction.So as to better guarantee the transportation of coal and other key materials,serve the opening of China-Europe freight train,and effectively solve the problem of insufficient transportation capacity into and out of Xinjiang,
