摘　　要：公平正义作为中国特色社会主义的内在要求,是观念、规范、制度三个层面的内在统一。分配制度是劳动产品在社会主体中分割、配给制度的总称,是保障个人获取财富收入和物质利益、彰显社会公平正义的基本制度。良好的收入分配制度,是促进社会公平正义、实现共同富裕的制度。分配需要坚持和实现公平正义,初次分配和再分配都必须处理好公平和效率的辩证关系。第三次分配是基于道德层面的分配行为,属于社会机制的分配方式,既能够有效地在市场和政府失灵时合理分配社会财富、缩小收入差距,又可以积极关注和帮扶社会弱势群体,保障和改善民生。基于道德力量的第三次分配制度,有助于促使全社会形成一种道德风尚,在不断完善各层面分配制度的过程中构建协调配套的制度体系,助力践行社会公平正义。Fairness and justice are intrinsic to socialism with Chinese characteristics and represent the unified essence of con-cepts,norms,and institutions.The distribution system,which oversees the division and allocation of labor products among social en-tities,is pivotal in ensuring individuals’access to wealth,income,and material benefits,and in showcasing social fairness and jus-tice.An effective income distribution system is crucial for promoting social fairness and achieving common prosperity.Adherence to fairness and justice is essential in both initial distribution and redistribution,requiring a balanced approach to the dialectical re-lationship between fairness and efficiency.The third distribution,rooted in moral considerations,serves as a mechanism for equita-bly distributing social wealth,particularly when market and government mechanisms falter.This form of distribution narrows in-come disparities,supports vulnerable groups,and enhances societal welfare.The third distribution system grounded in moral force fosters a societal ethos of morality and,through the continuous refinement of distribution systems at various levels,helps construct a coordinated institutional framework that supports the enactment of social fairness and justice.
