摘　　要：文章基于对高层次人才集聚的理论研究,结合调研,分析江苏高层次人才集聚和创新高地建设存在的主要问题,提出完善高层次人才引进体制机制、加快人才集聚平台建设、改革人才评价机制、推进科技创新体制机制改革、健全保障体系等建议,从而推动江苏引领高水平科技自立自强、驱动高质量发展走在前列。Based on theoretical research on the aggregation of high-level talents and combined with research,this paper analyzes the main problems in the construction of high-level talent aggregation and innovation highlands in Jiangsu province.Suggestions are proposed to improve the system and mechanism for introducing high-level talents,accelerate the construction of talent aggregation platforms,reform talent evaluation mechanisms,promote the reform of scientific and technological innovation system and mechanism,and improve the guarantee system,in order to promote Jiangsu’s leadership in high-level scientific and technological self-reliance,and self-improvement,leading the way in driving high-quality development.
