摘 要:在新时代背景下,明晰基层青年公务员敢变革、善作为的主动担责行为背后复杂且动态的影响因素和驱动机制,激励青年公务员扎根基层建功立业是一个重要的管理问题。基于自我决定理论,文章构建“高承诺工作系统—心理授权—公共服务动机—主动担责行为”的链式中介模型,在2个时点上收集315份基层青年公务员的数据进行验证。结果显示:高承诺工作系统对基层青年公务员主动担责行为有正向影响;心理授权与公共服务动机均在高承诺工作系统对基层青年公务员主动担责行为的影响中起部分中介作用;心理授权与公共服务动机均在高承诺工作系统对基层青年公务员主动担责行为的影响中起链式中介作用。基于此,为进一步激励基层青年公务员的主动担责行为,提升基层青年公务员的活力和能动性,需要多方发力,在构建高承诺工作系统的同时尤其要重视增加基层青年公务员心理授权,提高基层青年公务员的公共服务动机。In the context of the new era,it is an important management issue to clarify the complex and dynamic influencing factors and driving mechanisms behind the taking charge behavior of grassroots young civil servants who dare to change and do good deeds,and to motivate young civil servants to root themselves in the grassroots and make contributions.Based on self-determination theory,a chain mediation model of high commitment work system-psychological empowerment-public service motivation-taking charge behavior was constructed.Data from 315 grassroots young civil servants were collected at two time points for verification.The results show that the high commitment work system has a positive influence on active responsibility taking behavior of grassroots young civil servants;both the psychological empowerment and the public service motivation play a partial mediating role in the influence of the high commitment work system on the taking charge behavior of grassroots young civil servants;the psychological empowerment and the public service motivation play a chain mediating role in the influence of the high commitment work system on the taking charge behavior of grassroots young civil servants.Based on this,in order to further stimulate the taking charge behavior of grassroots young civil servants,and enhance their vitality and initiative,it is necessary to make efforts from all sides.While building the high commitment work system,special attention should be paid to increasing the psychological empowerment of grassroots young civil servants and improving their public service motivation.
