基于数据包络模型的高校图书馆科研效率评价研究——以工信部直属高校为例

摘　　要：新型科研环境下,图书馆员的职能已不局限于教学、科研服务,而应该充分利用馆藏资源,积极开展学术研究。文章采用数据包络分析法CCR模型,选取在编馆员数量、馆舍面积、年度经费数量为投入指标,学术论文数量、论文总被引频次和省级以上社会科学基金项目数量为产出指标,对6所工信部直属高校图书馆的科研效率进行评价。结果表明,样本图书馆的投入与产出匹配程度比较好,综合效率中技术效率起主要作用,综合效率无效主要是由规模效率无效导致的。建议通过开阔眼界、打造科研型图书馆,转变观念、强化科研意识,建立绩效激励机制,立足业务、提升创新能力,加强合作、提升科研水平等措施,提高图书馆的科研水平。In the new scientific research environment,the role of librarians is no longer limited to teaching and research services.Instead,they should fully utilize the resources of the library and actively engage in academic research.This article adopts the CCR model of Data Envelopment Analysis to evaluate the scientific research efficiency of six libraries directly affiliated to the Ministry of Industry and Information Technology.The input indicators include the number of librarians,library space,and annual funding,while the output indicators are the number of academic papers,total citation frequency of papers and the number of social science foundation projects above the provincial level.The result shows that the matching degree between input and output of the sampled libraries is relatively good,with technical efficiency playing a major role in the comprehensive efficiency.The ineffective comprehensive efficiency is mainly caused by the inefficiency of scale efficiency.It is recommended to improve the scientific research level of libraries by broadening horizon,building research-oriented libraries,changing concept and strengthening research awareness,establishing the performance incentive mechanism,focusing on business and enhancing innovation capabilities,and strengthening the cooperation and enhancing research capabilities.
