浅析新形势下“九小场所”建筑消防安全及火灾风险防范——以南京市秦淮区为例

摘　　要：以南京市秦淮区“九小场所”建筑结构特点和消防安全监管现状为出发点,针对“九小场所”建筑火灾发生特征和此类场所建筑消防安全火灾风险要点展开分析,积极探索推进建筑消防安全和监管机制改革。内容包括:构建协同高效的组织运行架构,建立全链条全领域的监管体系,明确建筑消防监管主体责任,加强场所消防宣传教育培训工作,大力提升综合应急救援能力建设等,其目的在于持续提高新形势下“九小场所”建筑消防安全管理水平,不断推动实践创新和制度创新,切实保护人员生命财产安全。Taking the structural characteristics of“nine small places”building and the current situation of fire safety supervision in Qinhuai District of Nanjing as the start point,this paper analyzes the fire occurrence characteristics of“nine small places”building and the key points of fire safety risk in such places,and actively explores and promotes the reform of building fire safety and supervision mechanism.The contents include:building a collaborative and efficient organization and operation structure,establishing a whole-chain and whole-field supervision system,clarifying the main responsibilities of building fire supervision,strengthening fire publicity,education and training,and vigorously improving comprehensive emergency rescue capacity building,etc.Its purpose is to continuously improve the level of fire safety management of“nine small places”buildings under the new situation,constantly promote practical innovation and system innovation,and effectively protect the safety of personnel's lives and property.
