摘　　要：劳力型新移民是城市建设不可或缺的重要力量,是推进城乡融合发展的重要支撑,也是党和政府新时代新使命新作为的重要关切。制度因素是影响劳力型新移民城市融入的关键变量和重要参数,发挥着不可替代的重要作用。论文结合劳力型新移民特征,从户籍、就业、住房、教育、社会保障等五个方面,探讨了劳力型新移民城市融入的制度梗阻及消解策略,并从提升自我能力、增强自我认同、避免自我禁锢三个方面,探讨了劳力型新移民城市融入制度梗阻的自我消解策略。Labor-oriented new immigrants is an indispensable force in urban construction,an important support to promote the integration of urban and rural development,and an important concern of the party and government in the new era and new mission.The system factor is the key variable and important parameter that affects the city integration of new labor migration,and plays an irreplaceable important role.Based on the characteristics of labor-oriented new immigrants,this paper discusses the system obstruction and elimination strategy of urban integration of labor-oriented new immigrants from five aspects:household registration,employment,housing,education,social security,etc.And from the three aspects of improving self-ability,strengthening self-identity and avoiding self-restraint,the paper discusses the self-elimination strategies of the institutional obstruction of the new labor-oriented immigrant cities.
