“双循环”新发展格局下产城融合国际范式及对东南科学城的启示

摘　　要：“双循环”新发展格局对福建省科技创新提出新要求,传统“重产轻城”、“产城分离”模式不可持续,需要构建产城融合发展的东南科学城新模式。通过比较国际典型科技园在不同资源禀赋、差异化的创新生态、传统与去中介化模式条件下的不同发展历程,总结产城融合经验,提出福建省推动东南科学城建设的启示和建议。福建省推动东南科学城融合发展应强化平台建设、优化政策供给、推进区域协同创新,以构建更加开放包容的创新生态系统。The new development pattern of"dual circulation"puts forward new requirements for scientific and technological innovation in Fujian Province.The traditional"emphasis on production but light on urban"and"separation of industry and city"mode is unsustainable.It is necessary to build a new model of China(Fujian)Southeast Science City with integrated development of industry and city.By comparing the different development processes of international typical science parks with different resource endowments and innovation ecology,traditional and disintermediary science parks,the experience of industry-city integration is summarized,and inspirations and suggestions for Fujian Province to promote the construction of Southeast Science City are put forward.To promote the integrated development of Southeast Science City,Fujian Province should strengthen platform construction,optimize policy supply,and promote regional collaborative innovation to build a more open and inclusive innovation ecosystem.
