Research on a New National System for Technological Innovation in the Context of Key Core Technology Breakthroughs:Taking the 10000 meterclass Manned Deep Submersible as an Example

摘　　要：构建和完善新型举国体制,是攻克关键核心技术、建设科技强国的重要手段。本文选取万米级载人深潜器作为研究案例,深度解构归纳万米级载人深潜器的研发历程,归纳总结了关键核心技术突破情景下科技创新新型举国体制的制度优势和实现机制。关键核心技术实现突破,一般经由初创期、过渡期和成熟期三个研发阶段,科技创新新型举国体制在这三个阶段,分别呈现出资源集中配置、科学精准决策和政企协同突破的作用特点;科技创新新型举国体制在万米级载人深潜器的关键核心技术突破过程中,主要的作用机制及效用体现如下:资源集中机制下的人才资源汇集、技术资源发展和外部资源利用效能,高效配置机制下的多方参与合作、分级指标细化和市场机制发挥效能,精准计划机制下的研发目标明、综合客观现状和全面周密设计效能,科学决策机制下的系统问题发现、综合分析对比和即时策略调整效能,政企协同机制下的经验转化应用、总体统筹研发和深化市场合作效能,意志凝聚机制下的精神意志激励和信念发扬传递效能。Building and improving a new national system is an important means to conquer key core technologies and build a strong country in science and technology.This article selects the 10000 meter manned submersible as a research case,deeply deconstructs and summarizes the research and development process of the 10000 meter manned submersible,and summarizes the institutional advantages and implementation mechanisms of the new national system of scientific and technological innovation under the scenario of key core technology breakthroughs.The breakthrough of key core technologies generally goes through three stages of research and development:start-up,transition,and maturity.In these three stages,the new national system of scientific and technological innovation presents the characteristics of concentrated resource allocation,scientific and precise decision-making,and coordinated breakthroughs between government and enterprises;The main mechanism and effectiveness of the new national system for technological innovation in the breakthrough process of key core technologies for manned deep-sea vehicles at the 1ooo0 meter level are as fllows:talent resource aggregation,technological resource development,and external resource utilization efficiency under the resource concentration mechanism,multi-party participation and cooperation under the efficient allocation mechanism,refinement of grading indicators,and effectiveness of market mechanisms,and clear research and development goals under the precise planning mechanism The comprehensive objective current situation and comprehensive and meticulous design efficiency,the system problem discovery,comprehensive analysis and comparison,and real-time strategy adjustment efficiency under the scientific decision-making mechanism,the experience transformation and application under the government enterprise cooperation mechanism,the overall coordination of research and development,and the deepening of market cooperation efficiency,the spiritual will motivation and belief promotion tran
