摘　　要：数字化时代背景下,区块链技术在建设数字中国和实现社会治理现代化中发挥着重要作用。然而,现有研究重点关注了区块链技术对社会的影响,却忽视了社会对区块链技术的形塑。基于社会形塑论,在肯定区块链技术对社会的影响基础上,厘清了区块链技术与社会的相互作用。从区块链技术本质、特征和功能、价值以及演化发展诸方面,考察了区块链技术的社会形塑机制,论证了社会需求、选择、评价、调控等对区块链技术形成和发展的形塑。论文对克服技术决定论的片面思维,建设数字中国具有现实意义。Against the backdrop of digitalization era, blockchain technology, a new digital technology which is based on encryption algorithm, consensus mechanism and smart contract, can effectively enhance social consensus and social trust, reduce the cost of social governance, becoming a new means and tool of social governance modernization. However, the existing research on blockchain technology theoretically reflects the technological determinism thinking, that is, technology is regarded as an independent force which isn't subject from society, and then immune from the influence of social factors. This undoubtedly denies that blockchain technology is a subsystem of society and and this also rejects the social attributes of blockchain technology, exaggerates the influence of blockchain technology on society as well as avoid the role of human and social factors in the formation and development of blockchain technology. A crystal-clear conclusion can be drawn that technological determinism is one-sided both in theory and reality. Thus, the social shaping of technology questions the one-sided emphasis of technological determinism on the sole determinism of technology to society, and holds that the so-called independence and autonomy of technology have no realistic basis, and further proposes that technology is the result of the interaction between the inherent natural attributes and the embedded social attributes. In reality, blockchain technology and social factors are not two independent systems that have nothing to do with each other, but there is a complex interdependence and mutual promotion relationship with social factors. Therefore, to correctly understand and understand the relationship between blockchain technology and society, it is necessary to investigate the interactive coupling relationship between the two from the essence, characteristics and functions, value, evolution and development of blockchain technology.
