新时代政府绩效考评可持续运转的四维逻辑框架——基于广西实践的分析

摘  要:政府绩效考评在落实党中央战略部署、提高治理绩效和推进中国式现代化方面,具有重要的指挥棒作用。围绕政府绩效考评的可持续运转这个核心问题,以广西政府绩效考评实践为例,研究发现政府绩效考评的四个关键运作机制,即坚持党的领导和人民性的政治驱动、优化设置组织机构和进行制度设计、基于技术路线和理论基础设计考评指标体系、奖惩机制注重考评结果运用。由此建构出政府绩效考评可持续运转的四维逻辑框架,即政治驱动逻辑、组织优化逻辑、技术理论逻辑、结果奖惩逻辑。为了不断完善优化政府绩效考评体系,还需理顺多方主体关系、优化考评内容和指标、统筹共享多种考评结果、处理好灵活性与法治化的辩证关系等。Government performance evaluation plays an important role as a baton during the process of implementing the major strategic plans of the CPC Central Committee,improving governance performance and promoting Chinese path to modernization.For the core issue of sustainable government performance evaluation,based on the practical experience of performance evaluation in Guangxi,we found four critical operating mechanisms,which include political drive with leadership of the CPC and keeping people-centered,optimized organizational structure setting with system construction,designing performance evaluation index system based on technical route and theory,as well as reward and punishment by performance evaluation results.Thus,a four-dimensional logical framework for sustainable and effective operation of performance evaluation is built,which includes political driven logic,organizational optimization logic,technology-theory logic,and reward and punishment logic.In order to continuously improve and optimize the government performance evaluation system,it is also necessary to straighten out the relationship between multi-party subjects,optimize the evaluation content and indicators,coordinate and share a variety of evaluation results,and deal with the dialectical relationship between flexibility and the rule of law.
