摘　　要：畜牧业高质量发展是满足人民对优质、安全畜牧产品持续增长需求的关键手段。为深入贯彻落实党中央关于推动畜牧业高质量发展的决策部署,运用法治力量助力畜牧业转型升级和持续健康发展成为新发展阶段的有效途径。该文在对新修订《畜牧法》制度创新与亮点进行分析的基础上,从动物疫病、养殖环保、资源短缺、贸易保护主义4个方面对阻碍畜牧业高质量发展疑难问题进行了探讨,提出了加快推进畜牧业高质量发展的4条政策路径,包括建立健全动物防疫与食品安全法律体系、以生态文明法治建设助力畜牧业绿色发展、完善畜产品市场持续稳定供给保障政策、提升双循环格局下畜产品国际竞争力。The high-quality development of animal husbandry is the key means to satisfy the people's increasing demand for high-quality and safe animal products.In order to carry out the decision-making of the Central Committee of the Communist Party of China on promoting the high-quality development of animal husbandry,it is an effective way to make use of the rule of law to promote the transformation and upgrading of animal husbandry and its sustainable and healthy development.On the basis of analyzing the system innovation and bright spot of the newly revised animal husbandry law,this paper probes into the problems hindering the high-quality development of animal husbandry from four aspects of animal diseases,breeding environment protection,resource shortage and trade protectionism.Four policy paths to accelerate the high-quality development of animal husbandry were put forward,it includes establishing and improving the legal system of animal epidemic prevention and food safety,promoting the green development of animal husbandry with the construction of ecological civilization and rule of law,improving the policy of ensuring the sustainable and stable supply of animal products in the market,and enhancing the international competitiveness of animal products under the dual-cycle pattern.
