摘　　要：人民城市的提出体现了中国之治在城市维度的新表达和城市治理理念的全新概括。城市景中村是我国城乡二元体制和风景名胜区保护制度下衍生出的一种特殊乡村形态,嵌入城市和风景区的空间之内,其特殊的空间组织、经济结构和社会关系凸显了景中村空间治理的复杂性和矛盾性,亟需厘清其治理和发展的现实困境,探索有效的治理路径。人民城市的景中村治理目标是建立各群体均衡的发展权、包容共享和公平公正的新型城乡关系。研究提出:1)人民城市空间治理机制体现了资本逻辑向人民逻辑转变的特征,内涵在于促进均衡的空间发展权力,最终实现属性、功能、组织的有机统一;2)景中村治理困境包括属性模糊、功能重构、组织无序三方面;3)景中村空间治理的实现路径包括治理规则创新、权属边界优化及行动机制建构,从而实现景中村的“生命共同体”。The proposal of people's city reflects the new expression of China's governance in the urban dimension and the new generalization of the concept of urban governance.Urban village in the scenic area is a special phenomenon born in China's urban-rural dual system and the protection system of scenic spots.It is embedded in the urban space.Its spatial governance and development dilemma highlights the complexity and contradiction,and it is urgent to explore effective governance paths.The goal of village governance in the people's city is to reflect the value judgment of urban-rural relations with Chinese characteristics,promote the balanced distribution of power among various groups in the village,and establish a new urban-rural relationship that is inclusive,shared,fair,and just.The research puts forward:1)The governance mechanism of people's urban space embodies the characteristics of the transformation from capital logic to people's logic,and the connotation is to promote the balanced distribution of development power,and finally realize the organic unity of attributes,functions,and organizations;2)The governance dilemma of village in the scenic area includes three aspects:attribute ambiguity,function reconstruction,and organizational disorder;3)Therefore,the realization path of spatial governance in village in the scenic area includes the innovation of governance rules,the optimization of ownership boundaries,and the construction of action mechanisms,so as to promote the formation of a'life community'of village in the scenic area.
