摘　　要：新安全格局是新时代以来全面贯彻总体国家安全观的客观要求,贯穿于党和国家有关流通经济工作的全过程,并以高水平安全保障现代流通体系建设。以新安全格局保障现代流通体系建设的原则遵循主要体现在坚持国家安全是民族复兴的根基,坚持集中统一、高效权威的国家安全领导体制,坚持贯彻“大安全”理念,坚持营造世界安全共同体。以新安全格局保障现代流通体系建设的实践路径在于健全流通领域安全网络体系、强化供应链安全保障工作、提升流通领域公共安全治理水平、完善市场流通体系中的社会治理体系。研究表明,以新安全格局保障现代流通体系对推动流通产业发展和安全深度融合、实现流通经济高质量发展和高水平安全良性互动具有重要价值。The new security pattern is an objective requirement for the comprehensive implementation of the overall concept of national security since the new era.It runs through all aspects and processes of the Party’s and State’s work on the circulation economy while guaranteeing the establishment of a modern circulation system with a high level of security.Adhering to the principles of safeguarding the construction of a modern circulation system under the new security framework is primarily reflected in the following aspects:upholding national security as the foundation of national rejuvenation,maintaining a centralized,unifi ed,effi cient,and authoritative national security leadership system,implementing the concept of"comprehensive security,"and fostering a global community of shared security.The practical path to ensure the establishment of a modern circulation system with a new security pattern lies in improving the security network system in circulation,strengthening the security of the supply chain,enhancing the level of public security governance in circulation,and perfecting the social governance system in the market circulation system.Studies have shown that safeguarding the modern circulation system with a new security pattern is of great value in promoting the deep integration of the development of the circulation industry and security and realizing the benign interaction between the high-quality development of the circulation economy and high-level security.
