摘　　要：当科技进步的组织方式向基于知识创新联合生产的模式演进时,土地要素配置效率改善在其中发挥了重要作用。本文考察了中央基于审批权限的土地“放管服”改革如何导致地区间企业合作创新效率的异质性。研究发现,企业合作伙伴所属区位的政府获取土地审批权限后,显著促进了本地与不同地区间的企业合作创新专利总量、合作企业数量增加以及平均合作创新效率提升。机制上,土地审批改革通过降低土地制度性交易成本、扩大技术比较优势行业规模等直接渠道为本地企业赢得合作优势。间接渠道上,一方面,土地审批改革加强了本地在技术空间中的知识溢出,强化了企业通过合作将知识溢出内部化的动机;另一方面,在土地审批改革前地区间比较优势行业的差异下,改革推动了地区间相同或相异产业结构发展趋势,进而产生差异化的技术需求。最后,本文讨论了在合作关系空间联动下实现地区间共同繁荣的可能,发现两个地区均能从因土地审批权改革引致的合作增长中获益,获益程度因伙伴区位土地审批权限变化及其发展水平的差异而不同。The land transaction process in China is plagued by problems such as redundant and convoluted procedures,inefficiency,and prolonged cycles,which contribute to high governmentimposed transaction costs in land dealings.To address this issue,the central government of China has initiated the reform of land approval since 2011,focusing on streamlining administration,strengthening regulation,and enhancing services,to optimize land allocation efficiency.Against this backdrop,this paper innovatively analyzes how the reform of land approval influences interregional collaborative innovation behaviors through direct and indirect channels.Additionally,it explores how policy reforms promote interregional prosperity through the transmission of collaborative networks.The core content of this paper includes three main sections.The first part establishes an empirical model to analyze whether local governments'acquisition of land approval authorities significantly boosts the total number of cooperative innovation patents,the number of cooperating enterprises,and the average collaborative innovation efficiency per pair of enterprises between their respective regions and other areas.The second part substantiates the rationality and authenticity of the mechanism both theoretically and practically.Land approval reforms directly reduce institutional transaction costs associated with land,and expand the scale of industries with comparative technological advantages,thereby conferring collaboration advantages to local firms.Indirectly,these reforms enhance knowledge spillovers in the local technological space,strengthening firms'motivation to internalize knowledge spillovers through cooperation.Concurrently,under pre-reform differences in the comparative advantage of industries across regions,policy reforms drive divergent or convergent trends in regional industrial structures,generating differential demands for collaborative innovation.The third part discusses regional development in the context of interconnected partnership spaces,provi
