摘　　要：房屋安全事关人民生命财产安全。作为受自然灾害影响较大的国家,日本通过修订《建筑基准法》,设立了特定建筑物定期调查报告制度,加强对特定建筑物的安全管理。本文系统分析了日本特定建筑物定期调查报告制度的法律基础以及规定的调查内容、调查工作责任主体与实施机制、调查济证、调查周期、调查费用和未履行调查义务的处罚措施,并为我国建立房屋体检制度提出政策建议。Housing safety concerns the safety of people's lives and properties.As a country greatly affected by natural disasters,Japan has revised the Building Standards Act and established a regular survey and reporting system for specific buildings to strengthen safety management for specific buildings.This article systematically analyzes the legal basis of the regular investigation report system for specific buildings in Japan,including the prescribed investigation content,investigation responsibility subjects and implementation mechanisms,investigation relief,investigation period and costs,as well as punishment measures for failure to fulfill investigation obligations,in order to provide reference for the establishment of a housing physical examination system in China.
