摘 要:房地产供求关系发生重大变化,标志着房地产市场进入了存量房交易为主的新发展阶段,提高房地产流通和使用的效率成为新阶段的重要任务。本文总结了房地产市场新发展阶段的新矛盾、新重心和新特点,分析了贯穿新发展理念要把握的规律、要认清的现实和要坚持的原则。提出构建新发展格局要优化的调控政策、完善的市场制度,以及采取的具体措施。The significant changes in the supply and demand relationship of real estate indicate that the real estate market has entered a new stage of development dominated by the transaction of existing housing.Improving the efficiency of real estate circulation and utilization has become an important task in this new stage.This article summarizes the new contradictions,new focuses,and new characteristics of the new development stage of the real estate market;analyzes the criticle laws;the inevitable facts and the principles to be adhered.This article proposed the optimized regulatory policies,improved market systems,and specific measures to be taken to build a new development pattern.
