摘　　要：“建设儿童友好城市”是“十四五”时期北京高质量发展的重要内容,首都功能核心区应以“首善标准”推进儿童友好城市建设,树立儿童友好城市典范。研究构建“基础评价—问题诊断—机制响应”的技术框架,通过大样本问卷调查与实地踏勘,获取市民对儿童友好的综合认知和真实需求;通过多元空间数据交叉分析,扫描核心区社会基底、分析儿童友好空间供需矛盾与实施堵点,立体描绘儿童友好空间场景。紧扣大国首都首善之区的战略使命,构建核心区儿童友好空间规划格局。针对核心区儿童友好本底特征及规划目标,从“拓展学习空间网络—优化儿童生活品质—打造儿童出行路径—加强实施保障”四个方面提出规划对策,助力打造政务环境优良、文化魅力彰显、人居环境一流的儿童友好首都功能核心区。"Building a children′s friendly city " is an important part of the high-quality development of Beijing during the "14th Five-Year Plan" period, and the capital functional core area should promote the construction of children′s friendly city with the "first good standard" to set up a model of Beijing and even China. In this study, a technical framework of "basic evaluation-problem diagnosis-mechanism response" was constructed. A large sample questionnaire survey and field survey were conducted to obtain the comprehensive cognition and real needs of citizens for children friendly spaces. Through the cross-analysis of multiple spatial data, the social base of the core area is scanned, the contradiction between supply and demand of children friendly spaces and the implementation of blocking points are analyzed, and the children friendly space scene is described. Close to the capital development strategy, the children friendly spatial planning pattern of the core area is constructed. According to the children friendly background characteristics and planning objectives of the core area, specific planning countermeasures are proposed from the four aspects of "expanding the learning space network-optimizing the quality of children′s life-creating children′s travel paths-strengthening the implementation guarantee", which will help build a children friendly capital functional core area with excellent government environment, outstanding cultural charm and first-class living environment.
