摘　　要：根据西藏天保工程实施特点,构建包括资金执行、目标完成、建设管理过程、资源动态变化、生态状况、工程建设效益6个方面内容的监测体系,设置19项监测指标,确定指标权重,构建工程建设监测评价体系,通过定量评价与定性分析相结合的方式评价西藏天保工程二期建设成效。评价结果如下:①工程区整体得分为92.63分,属优秀。②三个工程实施县中整体得分最高的是芒康县91.57分,其次是江达县89.62分,贡觉县89.31分。③截至2022年工程期末,工程区的有林地面积增加10829.358hm^(2),森林覆盖率增长至42.10%,活立木蓄积提高了4.27%,单位面积蓄积增加3.67m^(3)/hm^(2)。④工程实施期间生态状况持续良好,生态效益提高,生态扶贫效果显著,社会经济效益显著,森林管护体系完善,森林资源保护政策深入人心,建立了天然林保护长效机制。According to the implementation characteristics of the natural forest resource conservation program in Xizang,a monitoring system was established,which included fund implementation,target completion,construction management process,resource dynamic changes,ecological status,program construction benefits,and other contents.To establish the monitoring system,19 monitoring indicators were set up.After selecting indicators,the weights were determined,the construction monitoring and evaluation system was constructed,and the effectiveness of the second phase construction of the natural forest resource conservation program in Xizang was evaluated through the combination of quantitative scoring and qualitative analysis by using the existing mo-nitoring and evaluation system.(1)The overall score of the program area was 92.63 points,which was excellent.(2)Among the three counties with the implementation of the program,the overall score was the highest in Markam County,91.57 points,followed by Jomda County,89.62 points,and Gonjo County,89.31 points.(3)By the end of the program period,the forest area increased by 10829.358 hm²,the forest coverage increased to 42.10%,the standing stock increased by 4.27%,and the unit area stock increased by 3.67 m^(3)/hm^(2).(4)During the implementation of the program,the ecological condition was constantly good,the ecological efficiency was improved,the effects of ecological poverty alleviation were significant,the social and economic benefits were substantial,the forest management and protection system was well-established,the forest resource protection policy is deeply rooted in the people's mind,and a long-term mechanism for natural forest protection has been established.
