在线规划:概念解析、信息系统及功能实现——以深圳市国土空间分区规划为例  

Online Planning: Concept Analysis, Information System and Function Realization: A Case Study of Territorial Spatial Zoning Planning in Shenzhen

摘　　要：在线规划作为一种融合信息技术的规划新模式,可以较好地应对传统规划面临的挑战和问题,满足当前阶段规划转型的现实需要。文章基于前人研究,解析在线规划的内涵,归纳在线规划具有的典型特征,包括信息共享、实时反馈、工作协同、公众开放;设计在线规划系统的总体架构,包括底图底数共享、规划基础分析、规划方案生成、规划辅助审查及公众参与互动五大核心功能模块;以深圳市国土空间分区规划编制为例,展示在线规划系统功能的实际应用。实践表明,在线规划系统能够实现更有效率、更为科学的规划业务管理,对新时期规划转型起到很好的支撑作用。As a new planning model integrating information technology, online planning can better face up to the challenges and problems of traditional planning, and meet the practical needs of planning transformation at the current stage. On the basis of previous studies, this paper analyzes the connotation of online planning, and summarizes the typical characteristics of online planning: information sharing, real-time feedback, work collaboration, and public openness. In this paper, the overall architecture of online planning system is designed, and five core functional modules are used, including base map sharing, planning basic analysis, planning scheme generation, planning auxiliary review, and public participation and interaction. The paper shows the practical application of the information system function by taking Shenzhen territorial spatial zoning planning as an example. Practice shows that online planning information system can achieve more efficient and scientific planning management, which has a good supporting role for planning transformation in the new period.
