摘 要:公有住房社区的形成与发展对改善美国城市中低收入家庭生活条件曾起到积极作用,20世纪90年代以来,公有住房社区全面步入存量更新阶段。该文以纽约公房社区为例,通过对其演进历程与空间特征的分析,深入认知公房社区与我国老旧社区的异同点,梳理出公房社区物质空间衰败、设施老化、公共配套服务缺失、居民缺乏自我认同感等现状问题。纽约公有住房社区更新规划采用外部联系与内部激活的策略,强调实施过程中以居民作为主导的公众参与途径与多元协同共治特征,为我国老旧社区在更新制度设计、公共服务提升、物质空间更新、促进公众参与四个方面提供启示。The formation and development of public housing communities have played a positive role in improving the living conditions of low and middle-income families in American cities.Since the 1990s,public housing communities have entered a comprehensive phase of stock renewal.Taking NYC public housing communities as an example,we analyze their evolution and spatial characteristics to understand the similarities and differences between public housing communities and China's old communities,then we sort out the current problems of decaying physical space,aging facilities,lack of public support services and lack of self-identity of residents in public housing communities.NYC public housing community renewal plan adopts a strategy of external linkage and internal activation,emphasizing the resident-led approach to public participation and multiple collaborative governance features in the implementation process,so as to provide insights for China's old community in four aspects:renewal system design,public service enhancement,physical space renewal,and promotion of public participation.
