摘　　要：党的二十大报告提出“全面推进乡村振兴”,“建设宜居宜业和美乡村”等。加强新型农村社区治理既是国家治理现代化的重要内容,也是乡村振兴的重要任务和客观要求。首先,阐释乡村振兴战略与新型农村社区治理有其内在的逻辑,“治理有效”为新型农村社区治理提供了目标方向,新型农村社区治理创新为乡村振兴提供了保障支撑。其次,分析镇江市新型农村社区治理面临治理体系不够健全、服务供给与基层群众需求不平衡及保障机制不够完善等问题和挑战。最后,借鉴镇江市的京口路社区治理经验,分别从治理体系、服务体系及服务保障体系3个方面,探讨乡村振兴战略视角下新型农村社区治理的具体实施路径。The report of the 20th CPC National Congress put forward"comprehensively promoting rural revitalization"and"building livable industries and beautiful villages"and so on.Strengthening the new rural community governance is not only an important part of the modernization of national governance,but also an important task and objective requirement of rural revitalization.First of all,it explains that there is an inherent logic between the Rural Revitalization Strategy and the new rural community governance."effective governance"provides the goal direction for the new rural community governance,and the new rural community governance innovation provides the guarantee support for the rural revitalization.Secondly,it analyzes the problems and challenges faced by the new rural community governance in Zhenjiang City,such as the imperfect governance system,the imbalance between service supply and grass-roots demand,and the imperfect security mechanism.Finally,it draws lessons from the community governance experience of Jingkou Road in Zhenjiang City,and discusses the specific implementation path of the new rural community governance from the perspective of Rural Revitalization Strategy from the three aspects of governance system,service system and service security system.
