摘　　要：在解析人民城市理念与国土空间规划之间的逻辑关系的基础上,从空间极化、空间同化和空间剥夺3个方面梳理快速城镇化进程中人民城市理念的缺失与当前国土空间规划面临的现实挑战;结合国土空间规划的编制与实施,提出基于产权规则设置、市场化机制设计和国土空间规划协同等的响应人民城市理念的国土空间规划策略与实践路径,以为人民城市的规划、建设和治理提供逻辑与路径参考,助力城乡融合、区域协同目标的实现。Based on the analysis of the logical relationship between the concept of the"People's City"and territorial spatial planning,the deficiencies in the"People's City"concept during the rapid urbanization process are highlighted from three perspectives:spatial polarization,spatial assimilation,and spatial deprivation.The current challenges faced by territorial spatial planning are also examined.By integrating the drafting and implementation of territorial spatial planning,strategies and specific practical pathways that are responsive to the"People's City"concept are proposed based on the establishment of property rights rules,the design of market mechanisms,and the coordination of territorial spatial planning,providing reference for the planning,construction,and governance of the people's city,and supporting the realization of urban-rural integration and regional collaboration.
