关于交通建设市场信用评价结果应用场景的研究

摘　　要：交通建设领域信用评价体系建设是“信用交通省”创建的要求,信用监管是提升治理能力的一项重要手段。在优化营商环境、优化审批和市场准入、强化事中事后监管中,信用评价体系正发挥着重要作用。根据交通部相关工作要求,上海自2015年起每年印发信用评价工作通知,组织600余家从业单位、3 000余名从业人员开展信用评价,通过信用信息的收集、汇总、计算,形成“部”、“市”两套信用评价结果,分别用于上报交通部汇总形成全国范围信用评价结果,以及应用于上海市交通建设市场。通过对各相关领域守信联合激励和失信联合惩戒制度,以及对上海市交通建设行业各业务板块工作开展情况的研究分析,希望对设计城市交通建设市场信用评价结果的应用场景,充分发挥诚信在交通建设领域的作用。The establishment of credit evaluation system in the field of transportation construction is the requirement of the establishment of“credit transportation Ministry”,and credit supervision is an important means to improve governance ability.The credit evaluation system is playing an important role in optimizing the business environment,optimizing the approval and market access,and strengthening the supervision during and after the event.According to the relevant work requirements of the Ministry of Communications,Shanghai has issued a credit evaluation notice every year since 2015,organized more than 600 employees and more than 3,000 employees to carry out credit evaluation,and formed two sets of credit evaluation results of“Ministry”and“city”through the collection,summary and calculation of credit information.They are respectively used to report to the Ministry of Communications to form the nationwide credit evaluation results,and applied to the Shanghai traffic construction market.Through the research and analysis of the joint incentive system for trustworthiness and joint punishment for dishonesty in various related fields,as well as the work carried out in various business sectors of the traffic construction industry in this city,this paper hopes to provide some reference for designing the application scenarios of the credit evaluation results of the traffic construction market in Shanghai and giving full play to the role of integrity in the traffic construction field.
