摘　　要：在加强房建工程和市政基础设施工程质量的管理要求下,以竣工验收备案为抓手,进一步强化城市道路建设程序的闭合管理。基于对上海市交通市政道路建设项目竣工验收备案工作的实施背景进行分析,对竣工验收备案过程中的具体要求和遇到问题进行研究,对竣工验收备案具体执行过程的约束性文件备案指南进行完善。通过完成两个市政道路项目的竣工验收备案试点,强化了建设单位自身对工程的质量管理,明确了建设方主体责任。督促建设方完成了全部专项验收,解决了建设阶段遗留的各项问题,为项目画上了圆满的句号。Under the management requirements to enhance the quality of construction projects and municipal infrastructure projects,with completion acceptance filing as the focal point,there is a further reinforcement of the closed management of urban road construction procedures.This article,based on the analysis of the implementation background of completion acceptance filing for transportation and municipal road construction projects in Shanghai,examines specific requirements and encountered issues during the completion acceptance filing process.It aims to enhance the guidelines for the regulatory documents of the specific execution process of completion acceptance filing.By completing the completion acceptance filing for two municipal road projects,it has strengthened the construction unit’s internal quality management of projects,clarified the primary responsibility of the construction party,and urged the construction party to complete all special inspections.This has addressed various issues lingering from the construction phase,bringing a satisfactory conclusion to the projects.
