关于加强上海市公路水运工程安管人员资格批后监管工作的研究

摘　　要：公路水运工程施工企业主要负责人和安全生产管理人员(以下简称安管人员)资格管理是保障交通建设工程安全有序实施的重要手段。随着上海市公路水运工程施工企业数量不断增长,安管人员数量不断增加,安管人员资格业务办理数量也随之大幅增长,安管人员资格审核、资格批后监管工作需不断优化。研究上海市安管人员资格管理工作条线、交通建设市场信用体系建设、“双随机”抽查和行政执法检查,对加强上海市安管人员资格批后监管工作提出思路和相关措施。The qualification management of key personnel and safety management personnel(hereinafter referred to as the safety management personnel)in highway and waterway engineering construction enterprises is an important means to ensure the safe and orderly implementation of transportation construction projects.With the continuous growth of the number of highway and waterway engineering construction enterprises in the city,the number of the safety management personnel has also increased,leading to a significant increase in the number of qualifications processed for safety management personnel,therefore the safety management personnel qualification audit and post-approval supervision work need to be continuously optimized.This paper studies the work line of the safety management personnel qualification management in this city,the construction of the credit system in the transportation construction market,"double random"spot check and administrative law enforcement inspections,and proposes ideas and relevant measures to strengthen the post-approval supervision of safety management personnel qualifications in this city.
