延安时期中国共产党民族区域治理政策的历史考察

摘　　要：延安时期,中国共产党将马列主义关于民族问题的基本理论,与具体的民族实际相结合,与党的任务策略相结合,在民族区域治理的政策与实践方面进行了积极探索。其一,提出了中华民族是一个整体的重要观点;其二,坚持各民族一律平等,并将其付之于局部执政实践;其三,创造性提出了民族团结这一处理民族关系的重要原则;其四,跳出“民族自决”的桎梏,逐步探索出了民族区域自治的制度模式;其五,积极支持少数民族事业发展。延安时期民族区域治理政策的形成和变化,背后有生存需要、国家利益、政党竞争、价值理念等复杂因素的考量和影响。对其进行深入考察,对于全面理解党的民族工作理论和政策、提升新时代民族区域治理工作水平均具有重要意义。During the Yan’an period,the Chinese Communist Party engaged in proactive exploration of policies and practices related to ethnic regional governance by amalgamating foundational Marxist-Leninist theories concerning ethnic issues with the specific dynamics of various ethnic groups and the strategic objectives of the Party.Firstly,through in-depth analyses of the national and historical contexts,the Party put forward the important notion that the Chinese nation should be perceived as an integral whole;Secondly,the Party unwaveringly adhered to the principle of equality among all ethnic groups and put it into regional governing practices;Thirdly,the Party creatively came up with the principle of ethnic unity as a fundamental guideline for handling the relationship between ethnic groups and adapted the objectives and tasks of ethnic unity according to the Party’s evolving goals and strategies;Fourthly,the Party broke free from the shackles of“national self-determination”and gradually developed an institutional framework for ethnic regional autonomy;Fifthly,the Party actively supported the development of the cause of ethnic minorities.Behind the formation and change of the ethnic regional governance policies are the consideration and weighing of such complex factors as surviving needs,national interest,competition between political parties,value conception.A thorough investigation into the Party’s policies in ethnic regional governance during the Yan’an period holds paramount significance for a comprehensive understanding of the Party’s theories and policies concerning ethnic work.
