新时代文化强国建设的首都担当

摘　　要：首都是国家政治和文化的中心。本文梳理了古代首都建设首善之区、多元文化荟萃之地的实践,以及现代社会城市功能转型中承载推动文化创新、提升国家文化影响力和辐射力的功能;分析了新中国成立以来北京作为全国文化中心的地位不断强化,党的十八大之后在文化建设各个领域彰显文化引领作用的过程。认为首都在新时代文化强国建设中应当在探索推进文化治理现代化、提高文化治理效能上有新探索、新作为,重点完成构建现代公共文化服务体系、健全现代文化市场体系、对标国际经贸规则提升文旅领域开放水平三大任务,着重解决文化治理现代化各相关要素的均衡性、优化文化要素资源配置、处理好中央部门与首都的关系、正确处理文化安全和文化发展的关系四大问题。The capital is the political and cultural center of a country.This report reviews the practice of ancient capital construction as the best area and a place of multicultural convergence,as well as the function of promoting cul-tural innovation and enhancing national cultural influence and radiation in the transformation of urban functions in modern society.It analyzes that Beijing's status as a national cultural center has been constantly strengthened since the founding of the People's Republic of China and highlighted the leading role of culture in various fields of cultural con-struction after the 18th National Congress of the CPC.This report argues that the capital should make new explorations and new achievements in promoting the modern cultural governance and improving the cultural governance efficiency in the construction of a country with a strong culture in the new era,and focus on three tasks which include building a modern system of public cultural services,improving the modern cultural market system,and elevating the level of o-pening-up of integration of culture and tourism through abiding by the international economic and trade rules,as well as solve four problems which are balance of related factors of culture governance modernization,optimization of ar-rangement of cultural elements and resources,handling properly the relationship between central departments and the capital,and coordinating correctly the relationship between cultural security and cultural development.
