网络化治理与东盟区域卫生合作的延展

摘　　要：在后疫情时代,公共卫生仍是全球治理的重要内容,也是中国—东盟务实合作的重要领域。本文借鉴公共管理学的网络化治理理论,尝试通过“结构—工具—目标”互动模型探究网络化何以推进东盟区域卫生治理实践。研究发现,治理结构、治理工具和治理目标相互依赖、相互作用,共同推动了东盟卫生合作的延展。东盟与地区内外公私行为体建立了纵横交织、多层次、多节点的协作治理网络,使多元卫生治理行为体能够最大限度地参与到区域卫生合作进程中。多元治理主体通过激活、整合和调制方式不断优化东盟卫生协作治理网络结构,“全健康”理念作为区域统一的卫生治理目标引领东盟卫生协作治理拓展,而数字化技术则作为治理工具赋能区域卫生协作治理转型,使东盟区域卫生治理实现从清谈到实践、从被动到主动、从应急性应对到常态化治理的延展,最终达到增强卫生安全能力的目标。In the post-pandemic era,public health remains a crucial aspect of global governance and also an important field of China-ASEAN cooperation.Drawing on the Network Governance Theory,this paper tries to explore how networking can advance ASEAN s regional health governance based on the model of“structure-tool-goal”.It is found that the governance structure,the governance tools and the governance goals are interdependent and interact with each other,jointly promoting the extension of ASEAN s regional health cooperation.ASEAN,along with public and private stakeholders both within and outside the region,has established a horizontally and vertically intertwined,multi-level,multi-node collaborative governance network.This enables diverse stakeholders to participate maximally in the regional health cooperation process.By activation,orchestrate and modulation,diverse stakeholders continuously optimize the structure of regional health governance network.The perception of“One Health”serves as a unified regional health governance goal,guiding the expansion of ASEAN health collaborative governance.While digitalization,as a governance tool,empowers the transformation of regional health collaborative governance.This shift enables ASEAN s regional health governance to evolve from cheap talk to practical implementation,from passive involvement to proactive engagement,and from stimulated emergency response to routine preparation,ultimately strengthening the capabilities of maintaining regional health security.
