环境规制、绿色技术创新与经济高质量发展的影响研究

摘  要:本文基于2008-2020年中国30个省(区、市)的面板数据,以耦合协调度划分区域类型,应用面板向量自回归模型研究环境规制、绿色技术创新和经济高质量发展之间的动态相关关系。研究结果表明:高匹配区域的环境规制促进绿色技术创新发展,而低匹配区域的环境规制阻碍绿色技术创新发展;相较于低匹配区域,高匹配区域内的绿色技术创新对经济高质量发展的促进作用程度更大,作用时间更长;高匹配区域内的经济高质量发展水平对环境规制表现为负向影响,而低匹配区域内的经济高质量发展水平对环境规制表现为正向影响。因此,政府应时刻关注环境规制与绿色技术创新之间的协调程度,正确制定合理的环境规制强度,避免盲目加大环境规制力度而阻碍经济高质量发展。Based on the panel data of 30 provinces and cities in China from 2008 to 2020,this paper studies the dynamic correlation between environmental regulation,green technology innovation and high-quality economic devel-opment by using panel vector autoregressive model with the coupling coordination degree sub-regional type.The re-sults show that environmental regulation in high matching region promotes green technology innovation and develop-ment,while environmental regulation in low matching region hinders green technology innovation and development.Compared with the low matching region,the green technology innovation in the high matching region plays a greater role in promoting the high-quality economic development and plays a longer role.The high quality economic development level in the high matching region has a negative impact on environmental regulation,while the high quality economic development level in the low matching region has a positive impact on environmental regulation.Therefore,the govern-ment should always pay attention to the coordination degree between environmental regulation and green technology in-novation,correctly formulate reasonable intensity of environmental regulation,and avoid impeding high-quality eco-nomic development by blindly increasing the intensity of environmental regulation.
