摘　　要：环境经济政策因其调节环境行为者的环境经济利益关系的独特功能,在生态环境保护与绿色低碳高质量发展中发挥着越来越重要的作用。党的二十大报告对“推进绿色发展,建设人与自然和谐共生的现代化”进行了总体部署,环境经济政策发展面临新的机遇与挑战,需要加快深化改革与创新,在迈向中国式现代化新征程中发挥更加重要作用。分析了党的二十大报告对环境经济政策发展的新部署、环境经济政策发展面临的新要求,提出了新形势下环境经济政策发展的新思路与新任务,认为深化环境经济政策创新与发展要以服务高水平保护高质量发展、支撑构建绿色低碳循环经济体系建设为目标,加快完善支持绿色发展的市场政策,建立健全生态产品价值实现机制,健全资源环境权益市场交易制度,强化政策统筹与综合优化调控,加快环境经济政策法制化建设等。Environmental economic policies,with their unique function of regulating the environmental and eco-nomic interests of the environmental actors,play a more and more important role in ecological environmental protection and green and low-carbon development and high-quality development.The report of the 20"National Congress of the Communist Party of China made an overall plan for"promoting green development and promoting the modernization of harmonious coexistence between human and nature".The development of environmental economic policy faces new op-portunities and challenges.It is necessary to accelerate deepening of reform and innovation and play a more important role in the new journey towards Chinese path to modernization.This paper analyzes the new deployment of the report of the 20^(th)National Congress of the Communist Party of China on the development of environmental economic policy and the new requirements faced by the development of environmental economic policy,puts forward new ideas and tasks for the development of environmental economic policy under the new situation,and believes that deepening the innovation and development of environmental economic policy should aim at serving high-level environmental protection,protecting high-quality development and supporting establishment of a green and low-carbon circular economy system,and accelerate improvement of market based policies supporting green development,Establish and improve the value re-alization mechanism of ecological products,improve the market trading system of resource and environmental rights and interests,strengthen policy coordination and comprehensive optimization regulation,and accelerate legalization of the environmental economic policy.
