摘 要:流域是人与自然和谐共生的重要场域,流域生态环境治理呈现“碎片化”特征,环境治理难题频出。随着协同治理理论的引入和广泛运用,我国生态环境治理领域逐渐构建起具有协同治理性质的生态环境法律制度与政策,协同治理理论与我国生态环境政策之间的耦合不断增强,流域生态环境协同治理机制的绿色意义不断凸显。为此,有必要在实践层面积极探索流域生态环境协同治理机制的具化设计,重点做好顶层设计,推动立法协同;明晰权责关系,实现治理主体协同;设定基本框架,厘清治理制度协同。The watershed is an important field for harmonious coexistence between man and nature.But the watershed ecological environment governance has the characteristics of fragmentation,and makes some problems of ecological environment governance.With the introduction and wide application of collaborative governance mechanism,China's ecological environment governance field has gradually built ecological environment legal systems and policies with the nature of collaborative governance.The coupling between collaborative governance theory and China's ecological environ-ment policies has been continuously strengthened,and the green significance of the collaborative governance mechanism of watershed ecological environment has been constantly highlighted.Therefore,it is necessary to explore the specific design of the collaborative governance mechanism of watershed ecological environment at the practical level,focusing on top-level design and promoting legislative synergy;Clarifying the relationship between rights and responsibilities to realize the coordination of governance subjects;Setting the basic framework to clarify the synergy of governance systems.
