元初浙西宣慰司置废与江南地区行省体制的确立

摘　　要：元朝灭宋之初,在杭州设浙西宣慰司管理南宋核心地带的军政事务,隶属江淮行省。由于江南统治局势动荡,江淮省治在扬州、杭州间迁移,浙西宣慰司职权不断变迁。总体来看,其军事职能持续弱化,主要负责管理当地的赋税、文教等民政事务。至元后期,元廷加强对江南的控制,行省侵夺宣慰司权力,导致省、司职权重叠,矛盾冲突不断爆发,最终促使元廷裁撤浙西宣慰司以强化行省体制。浙西宣慰司的置废折射出元初江南统治政策的曲折反复,也反映出行省体制在江南地区确立的相关历史细节。Following the Yuan dynasty’s conquest of the Song dynasty,the Western Zhejiang Xuanwei Department was established in Hangzhou to manage the military and political affairs in the core area of the Southern Song dynasty,which was under the jurisdiction of the Jianghuai Province.Due to the turbulent governance in Jiangnan,the Jianghuai provincial government moved between Yangzhou and Hangzhou,and the power of the Western Zhejiang Xuanwei Department changed constantly.Overall,its military functions were gradually diminishing,with the department primarily responsible for managing local civil affairs,such as taxation,culture and education.In late Yuan dynasty,the Yuan court strengthened its control over Jiangnan region,and the provincial authorities seized the power of the department,which led to overlapping powers between the province and the department,sparking ongoing contradictions and conflicts.Eventually,these issues prompted the Yuan dynasty to abolish the Western Zhejiang Xuanwei Department to strengthen the provincial system in Jiangnan region.The establishment and subsequent abolition of the Western Zhejiang Xuanwei Department reflects the twists and turns of the Jiangnan ruling policy in the early Yuan dynasty,and reveals the relevant historical details of the formation of the provincial system in Jiangnan region.
