摘 要:高校辅导员对“双线”晋升整体上认可,局部上对职称晋升认可要高于职级晋升,但在政策落实中,存在落实职称晋升优于职级晋升情况,且部分高校存在晋升制度缺失或不完善、配套制度不足,晋升职责归口不清,晋升指标太少、竞争太激励,晋升标准太高、很难达到,职称晋升评聘分离等五个问题。究其原因有政策资金支持不足,学校部门之间协同联动不够以及辅导员职业能力不强专业水平不高等。从上级主管部门、学校以及辅导员三个主体视角提出针对性对策建议,以期促进高校辅导员“双线”晋升制度建设步伐。The research is carried out around three dimensions of the“Double-line”:the current situation of construction,existing problems and countermeasures.It is concluded that counselors recognize the“Double-line”promotion in general,and their recognition of professional title promotion is higher than that of rank promotion;Most universities implement“Double-line”promotion,but in some institutions the promotion of professional title is superior to the rank promotion.There exist problems as the lack or imperfect system,inadequate supporting system,unclear responsibilities,less gainers,competitive incentive,strict criteria,separation of evaluation and employment.The reasons lie in the insufficient financial support from the provincial education department,loose connection between school departments,and the incapability of the counselors themselves.In view of the above problems and reasons,countermeasures are put forward from the provincial education departments,the personnel department and the student affairs department of the university,and the counselors themselves.
