摘　　要：在新形势下,通过以城市群为主导、推动产业升级、加强基础设施建设等措施,重庆市正在积极打造内陆开放高地和国家中心城市,带动周边地区蓬勃发展。然而,面临的挑战包括区域协调难度大、产业结构调整困难、高成本的基础设施建设以及生态环境问题。为应对这些问题,政府可以采取以下措施:一是制定科学合理的区域发展规划。二是加强政策支持和引导。三是建立多元化的投资机制。四是强化生态环境保护意识。通过采取这些优化措施,为重庆市和其他调整了行政区划的地区找到可持续和协调发展的路径,实现经济高质量发展和生态环境保护的双赢。In the face of new challenges,Chongqing Municipality is actively building itself into an inland open highland and a national central city by focusing on urban clusters,promoting industrial upgrading,and enhancing infrastructure construction to drive the vibrant development of surrounding areas.However,chal-lenges include difficulties in regional coordination,industrial restructuring,high-cost infrastructure development,and ecological environmental issues.To address these challenges,the government needs to.First,formulate scientifically reasonable regional development plans;Second,strengthen policy support and guidance;Third,establish diversified investment mechanisms;Fourth,enhance awareness of ecological envi-ronmental protection.By adopting these optimization measures,a more sustainable and coordinated develop-ment path can be found for Chongqing Municipality and other regions under the background of administrative division adjustment,achieving a win-win situation for high-quality economic development and ecological en-vironmental protection.
